OTOH Trump's judicial appointments are sailing through the Senate at top speed. IMO those lifetime appointments are far more significant than some half-baked legislation that gets overturned in a heartbeat by the next dem pres.

No they're not. The Rats are "blue slipping" a lot of them and Pres. Trump's nominees aren't getting confirmed.

The Senate Pubs who can't get their act together are the main reason the Pubs will lose their majority. The House might shift in 2018, but more likely in 2020. The Senate Pubs are supposed to make major gains in 2018, but if the party doesn't repeal obamacare and continues to hold up the border wall Trump's supporters will have no reason to go to the polls.

Pres. Trump may be irritating to a lot of people but at least he is trying to do what he campaigned on. 5 Pub Senators who voted to repeal obamacare in 2015 did not vote for the same bill in 2017. They have not suffered any repercussions from the Pub party. I don't like some things about Pres. Trump, but I hate liars more.
