The problem is that "a few guidelines" can mean very different things to different people. But one problem with what the Feds did was they regulate the entirety of the meal, not just the portion paid for by federal dollars. If the Feds want to say "you can't spend federal money on soda, candy, or chips", fine. But when they try to regulate the entire meal, that's a real problem. There has to be a baseline assumption that -- shocker -- school districts and cooks will make a reasonable effort to provide decent meals.
