Gee, I don't know, usually people who have a sense of accomplishment tend to prosper. I'm all for giving the homeless a hand up, but the hand outs need to stop. There's no incentive for people to do things on their own. People fall on hard times, but putting them on a continuous government dole doesn't resolve anything.
I remember when Regan came up with a work program; he paid companies to hire and give on the job training so people learned a skill set. I used to babysit for a lady who was on such a program; she received housing assistance and food stamps as long as she was in the work program. After awhile she was able to get off the program as she trained long enough to learn her job and was able to support her and her daughter. She then felt good about herself!
