No, Gavin Noisome did not "Exempt His Restaurant From The State’s $20 Minimum Wage". Here are the reasons why:

* As in 49 other US states, California's Governor does not write laws. The legislature does.

* The law only applies to fast-food restaurants. Noisome's PlumpJack Cafe, https://www.plumpjackcafe.com/menu , is not a fast-food restaurant, as that menu's prices make grossly obvious.

* The law only applies to fast-food restaurant chains with 60 or more locations nationwide. The restaurant group in which Noisome is a partner not only is not fast-food, it also does not have 60 locations.

* All sit-down restaurants (= not fast-food) are not covered by this ludicrous and destructive minimum wage law. IOW, not only are Noisome's partnership's restaurants not affected by it, but 10s of thousands of California restaurants are unaffected, from the single-location Mom-and-Pop through national chains like Denny's.

There are plenty of legitimate criticisms of this Newsome and this stupid law without making up bogus ones.  Based on the prices charged at his restaurants, it's pretty damn certain that everyone in that restaurant is earning more than $20/hour.  The servers likely are close to six figures in tips.
