Houston police dropped a rape case claiming staff shortages.

The criminal later committed another rape.

He should have never been roaming free on our streets.

The kicker: He is here illegally.

I propose cities be legally liable for this negligence.

This is very old school, but I can recall folks saying of justice, "If the law won't take care of it, it's just-us."

The sad part is that when the courts and police will not do their jobs, not because they cannot build a case, but because they will not build a case, an important distinction, there could well be a return to that style of dealing with 'social problems'. On the current trajectory of some agencies, it is more likely a probability than a possibility.

This is what Houston voters voted for.  They knew what they were doing.
