San Francisco residents will vote on a ballot measure next week introduced by Mayor London Breed that could require people with substance-use disorders to participate in treatment to qualify for The City’s General Assistance program....The Human Services Agency currently runs the General Assistance, also known as the County Adult Assistance Program (CAAP), and would be responsible for the changes implemented by Prop F.
