WRT CfA stores providing food to people hit by the hurricane, CfA's franchises are part owned by the franchisee and part by CfA corporate. This lets the local franchisee put in less $$, and lets corporate pick franchisees carefully (and allows corporate to step in if the franchisee bleeps up terribly). More to the point, the local franchisees have an annual discretionary budget for events like this and charity events. So this food aid was probably initiated by the local franchisees, and corporate may have boosted what was already being done.
