Considering the absence of apparent effort to locate the bomber through phone geoloction, timestamp, and phone ID from tower pings, and the frankly amateurish look of the devices, and the failure to show all video from all angles, I'd say someone knew damned well those devices were inert.

This is just one more finger to wave over 1/6.
