Rep. Cicilline to resign from Congress, opening seat in Rhode Island

Rep. David Cicilline (D-RI) will resign from Congress at the beginning of June, opening up one of Rhode Island's two House seats just three months after the Democrat was reelected to a seventh term.

Cicilline will step down from office on June 1 to lead the Rhode Island Foundation as president and CEO, the organization announced on Tuesday. Cicilline had become a key figure in the Democratic Party, particularly after being tapped by former House Speaker Nancy Pelosi (D-CA) to manage the second impeachment of former President Donald Trump.

It's perma-dem.  The other district is marginal, but will be eliminated after the 2030 census.

I  am not sure what you mean by "competitive". I am not a bettting man,but I would bet his  successor has already been picked.
Anyone who isn't paranoid in 2021 just isn't thinking clearly!
