He's not just the right rhetoric -- he also is extremely competent at the job. And it also seems like he's adept at surrounding himself with capable subordinates who take his directions and implement them correctly. That ability to find, select, and retain capable subordinates is absolutely essential if you want to implement meaningful and lasting change.
