The Public Utility Commission of Texas voted unanimously Thursday to overhaul how electricity is bought and sold, a decision that could have sweeping impacts for the state grid’s performance and ratepayers’ bills.

After debating options for roughly 18 months, the commission backed a performance credit mechanism — a proposal first floated in November after it had been studying other plans for months. The late entrant quickly won support of the owners of thermal generators such as natural gas and coal units and Gov. Greg Abbott.

Thursday’s decision marks one of the most significant milestones in reforms mandated by the state Legislature after a deadly 2021 freeze that plunged millions into freezing darkness for days. More than 200 deaths have been blamed on the storm.
