MAYBE I am wrong because I AM guessing,but maybe crime didn't really go down because the police were killing  off the competition?

Them being able to exist in society as a whole starts at their mother's knee (or grandma's). The abdication of keeping those little welfare check enhancers in line started with those most directly in a position to supervise and correct them, and it won't change until they do exactly that: supervise and correct them.
It is a cultural problem.
The solution cannot be imposed from without, only implemented from within that cultural context, and no amount of throwing money at it will solve the deeper rot within.
