She's totally pissed that nobody is paying attention to the kids who are born and raised in those "projects' and how impossible it is for them to exist in society...POLITE society.
Them being able to exist in society as a whole starts at their mother's knee (or grandma's). The abdication of keeping those little welfare check enhancers in line started with those most directly in a position to supervise and correct them, and it won't change until they do exactly that: supervise and correct them.
It is a cultural problem.
The solution cannot be imposed from without, only implemented from within that cultural context, and no amount of throwing money at it will solve the deeper rot within.
