'Joe Biden blew it': Rail workers union lashes out at the White House

President Joe Biden is facing heat from one of his most loyal constituencies as Congress prepares a vote that could avoid a painful railroad strike ahead of the holidays.

Biden celebrated in September a deal that would end negotiations between railway workers and their bosses, averting a strike. But that deal has since been rejected by multiple unions, which are now turning on Biden as the saga continues.

“Joe Biden blew it," Railroad Workers United said in a press release. "He had the opportunity to prove his labor-friendly pedigree to millions of workers by simply asking Congress for legislation to end the threat of a national strike on terms more favorable to workers. Sadly, he could not bring himself to advocate for a lousy handful of sick days. The Democrats and Republicans are both pawns of big business and the corporations.”

Biden frequently calls himself the most pro-union president in history, yet he's now urging Congress to use the power granted it under the Railway Labor Act of 1926 to avert a strike that would cause severe economic disruption.

After meeting with Biden at the White House, Speaker Nancy Pelosi (D-CA) vowed Congress would take up a bill this week to avert a strike.

Under the Railway Labor Act, there isn't much the president can do at this stage of the process in any case.

The law gives the president the power to invoke a "cooling off period" and appoint a "Presidential Emergency Board" to investigate the issues and make recommendations. That was done already.

The PEB made its recommendations, and that pretty much became the "agreement proposal" that was handed down to the various unions to ratify/reject.

And since some of the unions rejected the proposal, the next step is in the hands of Congress (as distinguished from the executive branch).

I believe the Congress has the power to (several choices):
- impose the contract proposal as it is
or
- impose a modified agreement upon the parties
or
- force the parties into binding arbitration (by a neutral arbitrator skilled in railway labor relations)
or
- order another cooling-off period.

If the dem-communists impose the agreement proposal "as it is now", they risk being branded "anti-labor" for having done so.

So... I wouldn't be surprised if the Congress "washes it hands" and forces the parties into binding arbitration. Then whatever the result is, they can say "blame the arbitrator, not us"...
