That's most likely old-man-skin.  He got a cut while doing something, and it's taking a long, long time to heal.  When he was in his 80s, my FiL would get scrapes like this just from accidentally closing his hand in the kitchen cabinet door.

As a person who grew up with ammo and guns and then joined the military. Looking at and listening to Biden, from his look and his tone ... I would say this guy has never fired a weapon in his life. Not even one single time.
