It's not "the culture", Joe.
Certainly not "our" culture.
It's something else.
While I get what you are saying, and agree that this is not the conduct ordinarily tolerated in Western Culture, there are elements within that culture as it exists, a subset fairly independent, floating like some hideous vacuole in the cytoplasm that is us as a whole. Either that be contained, removed, or its spread put into remission, or the rest of our culture will suffer and eventually die, victim of this parasitic malignancy.
I'm not blaming just on group, although some demographics appear most commonly, and keep ever in mind that someone promoted this lifestyle in music and pop culture and made bank doing so. That more someones are covering for those who act outside the boundaries of decency, whether they be from the bottom of the social ladder or the top.
There are more at the bottom, but they are enabled by those farther up, through contributions, grants, legal assistance, and promotion in media (entertainment, primarily) while the base and adverse effects of their actions are ignored by those we depend on for information even as they promote the behaviour that leads there.
In that sense, yes, our culture, even if we don't subscribe to the nonsense we see, because there is little effective pushback.
