The very FACT that the "authorities" are telling HOMELESS people to GET OFF THE STREETS tells you a lot about the reasoning abilities of most "government authorities"

Think MAYBE if they had homes to live in they wouldn't be living in cardboard boxes in alleys?

Or at least the ones still rational enough to remember where they live would,anyhow.
