Here, in winter, it only increases the hygroscopic nature of the fuel, and that means fuel pumps and filters slushing up and plugging at critical times. I recall being stopped on the side of the road at night, in -30 weather, removing a fuel filter and blowing the slush out of it so my engine would run, many years ago, when such filters were far more easily removed than they are today (I used a '70s vintage vehicle as my main field vehicle up until 2010).
