Not with both sides of the ladder tied off at the top.
If it isn't braced against the ceiling, it could twist the way that
@Hoodat describes, for the simple reason that the tie-offs at the top appear to be rope or some other nonrigid material that can only resist tension, not compression. If the individual puts too much of his weight on one side of the ladder, that will cause a torque force on the ladder which will cause the other side of the ladder to relax the tension on the rope tied to that side, and the entire thing could twist around, throwing this guy to the ground.
