Why have "an investigation" at all?

Next, present a set of "findings" (which need not be based on facts).
Finally, you have arrived at the point where you can now point the finger at the target of the investigation (in this case the retailers), and assert:
"Prices are too high -- we need price controls!"
And then, Comrade Briefers, you impose them.
