Any explanation for the major failure of intelligence to accurately assess the speed and ease of the Taliban takeover of Afghanistan?

Yeah, it's nice that Blinken didn't expect the Afghan puppet government to fall so swiftly, but why didn't they know?  Were they incompetent, or were the willfully blind and are they lying to us?  Who owns the lie, Susan Rice?
