She's most likely worried about skin cancer from the Sun - not a totally unreasonable concern - and that long-sleeved garment is probably fairly breathable, so I doubt if she's sweating like a pig in there.

I have a family member who got a malignant skin cancer, and he wears long sleeves all the time when he's outdoors now as well.  No matter how hot it is.

That could be, my mother has Lupus and has to be careful about sun exposure, also there are more than a few medications that have sun exposure warnings. In any case it's the Clintons so why give them any attention, they deserve to be shunned and forgotten.
