They had been trained in combined arms tactics. (Fix the enemy in place with your ground forces, and call in air strikes.) Only their aircraft started being grounded for maintenance issues when the contractors who maintained them were pulled out on June 29th, so those planes were likely not available to perform air strikes. If Milley wasn't aware of this, heads should roll, if he was, he's just not telling the truth.
