Unless WHO hands off conduct of the testing to hospitals, universities, and health orgs not part of WHO and an independent organization collects and has possession of all test data plus oversight of safety and effectiveness completion (which is what the FDA did and does, including with Covid vaccines), no! Until, for starters, the people responsible for WHO being China's parrot spokesmouth are rooted out of WHO - including the head of WHO - WHO cannot be trusted in matters Covid.
I'm not into the one-size-fits-all Magic HCQ/Ivermectin Bullet kind of thinking. The more prophylactic and treatment medications, the better the range of options from which individual people can choose. The meds being studied may be helpful, but WHO has, at best, forfeited all trust wrt Covid.
