It was quickly dismissed as a gaffe because, as we all know, there was indeed a COVID-19 vaccine when Biden took office. Biden himself received his two doses before taking office. I questioned whether Biden’s “gaffe†was indeed a gaffe because we’d already seen significant evidence that the Biden administration has been trying to create a false narrative that the Trump administration left them no plan for vaccine distribution and that Biden was “starting from scratch.â€

Nevertheless, the lies and the smears continue. On Friday, Joe Biden claimed that before he took office there was “no real plan†to vaccinate most of the country, and specifically blamed President Trump for not purchasing enough vaccines.
“Just over four weeks ago, America had no real plan to vaccinate most of the country. My predecessor, as my mother would say, ‘failed to order enough vaccines,’ failed to mobilize the effort to administer the shots… That changed the moment we took office.â€
Biden just can't refrain from lying about what Trump accomplished and did. "No real plan"? Only if Biden means an unconstitutional Federally run effort. That pointed out:
September 2, 2020 - The director of the CDC asked US state governors to prepare for large-scale distribution of a Covid-19 vaccine by November 1st; the distribution would be carried out by McKesson Corp.;

Pfizer - 100M dose initial purchase; 100M dose option exercised December 23rd; 100M dose option still open when Trump left office;
Moderna - 100M dose initial purchase; 100M dose option exercised December 11th; 200M dose option still open when Trump left office;
Johnson & Johnson - Applied for Emergency Use Authorization February 4th; when it receives EUA a 100M dose purchase contract goes into effect; the contract also provides for an option for 200M more doses;
Novavax - Will apply for Emergency Use Authorization in the next few days or weeks; when it receives EUA a 100M dose purchase contract goes into effect.
Putting it all together, when Biden took office 400M doses were already on order, of vaccines that cannot be used on youths under age 18 (Moderna) or 16 (Pfizer). IOW, very close to enough doses to vaccinate every American who is old enough. An additional 200M doses were under conditional contract, contracts that will go into effect with no action by Biden. 100M of those latter 200M doses are of a single injection vaccine. All this ignores AstraZeneca's vaccine, which looks unlikely to get EUA.
The bottom line is that Biden lied ... or doesn't know what he's talking about.
