The Overcomer Ministry, which he broadcast from his home and was heard on numerous radio stations, both shortwave and traditional AM. His ministry was noted for its many failed end-times prophecies. He had established a commune in 1978, which housed about 70 people and was still active at the time of Stair's death.
In 2002, Stair was convicted of sexual assault on two young women, for which he was released on time served. He again faced more extensive charges of abuse against eight more women and girls in 2018. He had been on house arrest awaiting trial for those charges at the time of his death from old age-related heart failure.
