No, that's not how it works.  It's majority of electors present.  Unless a group of electors choose to vote for a third candidate, one or the other will have a majority.

Not only does Biden need to lose these 16 electors, Trump needs to gain them.  That is a 32-vote swing.

Fulton County PR team: Water pipe break caused no damage to equipment and caused no one to leave the area. Work was briefly halted. Pipe was rapaired within 2 hours.

That ain't the way it works either. Always a possibility the state may not seat electors.

If a state does not select electors and no one has a majority, it goes to the House.

If no one gets a majority, the election goes to Congress to resolve. But the House has elected the President only twice, in 1801 and 1825, and the Senate has chosen the Vice President only once, in 1837.

If a state does not seat any electors, the threshold required to win drops below 270.

That is correct, and there may be more than one state failing to seat electors.  The constitution specifies a majority of electors seated.

Griff Jenkins, after speaking with Georgia officials, said on Friday morning that reports claiming the video showed unsupervised voter fraud were “simply not true.”

 

“I just got off the phone with a senior source in the Secretary of State Brad Raffensperger’s office, who says they had a designated observer at that spot all night, the entire time, and they’ve seen this video, they’re familiar with the claims, and they said that they’re simply not true,” Jenkins said in a report on Friday morning. “The suggestion that Georgia vote counters were sent home and ballots were brought in in suitcases, also not true.”

 

“What appears is reported as suitcases are actually the normal containers that ballots are put in,” he continued. “That is not unusual, they say, for them.”

 

“If you look at the videotape, the work you see is the work you would expect, which is you take the sealed suitcase looking things in, you place the ballots on the scanner in manageable batches and you scan them,” Sterling said.

 

Frances Watson, the chief investigator for the Georgia secretary of state office, confirmed that the containers seen in the video weren’t suitcases, but rather the normal bins used for the ballot counting process.

Firm That Conducted ‘Audit’ of Georgia Voting Machines Has Long History With Dominion

The firm hired by Georgia’s secretary of state to conduct an “audit” of Dominion Voting Systems technology used during the 2020 elections is the same one that previously certified the Dominion systems and also approved a last-minute system-wide software change just weeks before the election.

Secretary of State Brad Raffensperger failed to disclose that the company, Pro V&V, had a preexisting relationship with Dominion that dated back years, in his Nov. 17 statement announcing the results of the audit.

Raffensperger also failed to disclose that Dominion had used technical conclusions from Pro V&V in a pre-election Georgia lawsuit that questioned the reliability of Dominion’s systems during a last-minute software fix before the Nov. 3 election. The testing from Pro V&V had been characterized as “superficial” and “cursory testing” by an expert cited in court documents.

In the widely quoted statement, Raffensperger said that the audit of Dominion machines was complete, there was “no sign of foul play,” and that “Pro V&V found no evidence” of tampering with the machines:

Yes, I'm sure ballot boxes are always kept hidden under tables with long tablecloths, until they can be counted with no observers present.  It's normal.
