The reality of their plan is ultimately to eliminate the private ownership of cars,and get everyone riding buses. They would never get away with that if they went for it immediately,so they are going after it step by step.
Of course the elites will be able to own cars if they want. All they will have to do is buy special permits that only the the upper middle-class and wealthy can afford,and the cars themselves will also be very expensive. They will have to be expensive due to the lower production.
In the Dim dream world,everyone (not THEM,of course) will live in "Stalin Cities",where the apartment blocks they live in are located close to the factories where they are assigned to work,and so are the shopping centers,and other essentials to modern life. If you can walk or catch a bus to everywhere you need or want to go,why do you need a car?
