Yes. It's called fiscal responsibility. It's not like it's the first time it would've happened in our history. Hell Reagan used the shut down option a dozen times IIRC to stop the Democrats from pushing their agenda and to get what he wanted.
The 1995 Congress shut the government down to prevent the worst of the Clinton agenda.
You DO understand he doesn't create budgets,and that his only options are to sign or not sign them,right?
Actually in the age of the omnibus spending bills (another shared GOP/Dem abomination) he proposes a budget, the House proposes their own budget since that's where spending bills are supposed to originate and then the negotiations begin and somewhere between all of that and the Senate a budget "deal"...more like a screw job gets worked out.
He has every right not to sign something if he thinks it's a bad piece of legislation or spending. And then tell the American people why he did it and what it will take to get his signature on it.
The fact he keeps signing them signals he has no problem with the out of control nature of the spending intros country and has no plan to reign it in.
