Yes, this is a state's issue.  However, when innocents or being harmed and/or their businesses destroyed and the state's governors refuse to protect, then it becomes Trump's duty to protect the citizens of this country.  Insurrection Act -- both Kennedy and Johnson used it -- in fact Johnson used it numerous times.
Any time a citizen's civil rights are being violated (and many of them are having their crs violated), the fed. gov. can/should step in.
Eisenhower did in it Arkansas in 1957 when the city leaders and state gov. didn't want to do anything to desegregate the schools.
The notion that Trump has to be invited in by the state's leaders (mayors, govs.) is a load of hooey.

With as much of a deal as they've made of coronavirus, mass gatherings such as this are in and of themselves a deadly threat and, if they are serious, should be handled accordingly.
