Yep. I've moved and warehoused alot of palletized freight by forklift and manual pallet jack in my days a la a Walmart warehouse.
Those got to be carried in by semi truck, and taken off by a forklift. Even in my prime a pallet of brick was not easy to drag around with pallet jack.
And in my prime I was 235 lbs and could pick up a 190 lb entertainment center and throw it a good 6 ft.
The max semi-tucks can carry is about 28 pallets load. in 'flower petal' configuration. There is also a 45 ton weight limit for the road (or used to be anyway).
Dozens of pallets around a city would require multiple semi-trucks, alot of money and top-level coordination, plus a fair amount of lead time.
Not something just random or done off the cuff and pulled out of your butt.
