If ND is ON, and network IS Private,

Peer Networking Grouping (P2PSvc)

UPnP Device Host (UPnPHost)
Requires restart if you had to change anything.
**NOTE Network is 'delayed start', so are you giving it enough time to wake up?
Try accessing a network share manually, either in the file manager address bar or from a cmdbox... Even though you can't 'see' it, is it accessible?
