Do you qualify for a stimulus check in Senate’s coronavirus response bill?

    One of the cornerstones of the Senate coronavirus stimulus package is the direct payment of money from the federal government to American individuals and families.

In the middle of the bill's hundreds of pages are details regarding exactly who can expect to receive money and how much they can expect. Here is a breakdown.


Who is eligible?

The bill makes clear that everyone is eligible except for nonresident aliens and those who can be used as the basis for deductions for another person.

"Seniors, veterans, the unemployed and low-income Americans would be eligible too," Senate Finance Committee Chairman Chuck Grassley said Wednesday.

The bill text indicates those who receive social security can collect checks: For those not required to file 2018 or 2019 tax returns because of social security benefits, tax returns aren’t required to claim the money -- the government can use information from a Form SSA-1099, Social Security Benefit Statement, or Form RRB-1099, Social Security Equivalent Benefit Statement.

With that in mind, here is how much people can expect to get.

People filing individually

People who file their taxes as individuals are eligible for payments up to $1,200, but that decreases for people who earn an adjusted gross income of more than $75,000 a year. The bill says that the payment is reduced by five percent of every dollar above that mark, or $50 for every $1,000 above $75,000.

What that ultimately means is that for people who make more than $75,000 the payment is less the higher their earnings are, with it being reduced to zero for those who make $99,000 or more.

People filing jointly

Couples who file a joint tax return are eligible for a payment of up to $2,400, plus and additional $500 per child. However, that amount decreases for couples whose adjusted gross income is more than $150,000 in a year at the same rate of 5 percent of every dollar above that mark.

This translates to less money the more people make, with it being reduced to zero for joint filers without children who earn $198,000 or more.

People filing as heads of households

People who file as heads of households are eligible for payments of up to $1,200, but that amount is increased by $500 per child. That amount is reduced for people who earn an adjusted gross income of more than $112,000 a year. The extent to which it is decreased, of course, depends on how many children they have, as illustrated by the chart above.

That would be Total Income Before Deductions.

There's some interesting stuff in there - looks like the threshold is based on AGI which will exclude a lot of people. It's based on 2019 AGI if you've filed, else on 2018 - that could penalize people who reported big cap gains in 2019 but weren't foresighted enough to hold off on filing to take advantage of the 7/15 extension (and maybe more beyond that?). You're not eligible if you can continue working from home - how do they know that? And how does it affect joint filers? RMD's for seniors are suspended for 2020 on the theory that they might be forced to sell stocks at deflated prices.

It seems to me that people who lose their jobs and can collect unemployment aren't at any more immediate risk than if it happened in normal times. Unless both earners lose their jobs through no fault of their own - that might warrant some assistance, especially with health insurance. Bad as the 0bama stimulus was, the subsidy for COBRA was one of the few provisions that made some sense.

I probably qualify for it,but don't need it and won't ask for or accept it.

Not rich by any means,but since I don't drink,gamble,or do drugs,I don't have many expenses,
either. My house is paid for and I am practically out of debt. I did this by working 10-12
hours a day 6 days a week for several years,and not living beyond my means based on my normal
salary,not counting on the money from the overtime.

If something didn't fit into my budget,I didn't buy it,and I never leased ANYTHING.

PLEASE note that IF I did need this money,you can bet your bippy I would apply for it,and be grateful
when it came in.

As it is,taking it at this point in my life would be too much like stealing from a charity
to suit me. Just not going to do it.
Anyone who isn't paranoid in 2021 just isn't thinking clearly!

I certainly won't.  My tax return from 2018 says I made way over.  I had to move funds around to buy my Castle.  :shrug:
