Ran across a song today that I also had never heard of .... but several music publications ranked in number one in their ranking of the decade (90s)... Recorded in 1990 so I will include it here (excuse of "close enough).
Massive Attack (but since England was at war, they dropped the "Attack" part of their name so the BBC would still play them).

The video also was talked up especially in the UK... Just one of those one shot (no cuts) videos of her (Nelle Hooper) walking through a rough part of LA.
