Mulvaney says withheld Ukraine aide tied in part to 2016 election concerns involving Democrats

Acting White House chief of staff Mick Mulvaney indicated Thursday that the Trump administration held up military aid to Ukraine earlier this year in part because officials wanted Kiev to help investigate 2016 election interference.

“The look back to what happened in 2016 certainly was part of the things that [President Trump] was worried about in corruption with that nation. And that is absolutely appropriate,” Mulvaney told reporters at the White House on Thursday.

Mulvaney said that Trump “absolutely” brought up corruption “related to the DNC server.”

When asked if what he described was a quid pro quo -- withheld funding unless there was an investigation into the Democratic National Committee server -- Mulvaney responded, "We do that all the time with foreign policy."

He cited withheld funding for Central American countries before they changed their immigration policies.

Acting White House Chief of Staff Mick Mulvaney admitted Thursday that President Trump withheld military aid to Ukraine in part because the president wanted Ukraine to investigate a debunked conspiracy theory about the hack of the Democratic National Committee’s servers.

“As vocal as the Europeans are, they are really really stingy when it comes to lethal aid. They weren’t helping Ukraine and that’s still to this day are not. And the president did not like that… So those are the driving factors,” Mulvaney said. “Did he also mention to me in the past the corruption related to the DNC server? Absolutely. No question about that. That’s it and that’s why we held up the money.”
