Huge potential profits, and "doing good," present the reason for nationwide recreuiting, of derelict addicts and alcoholics.

California has had "Group Homes," for decades, since GHW Bush's ADA passage. Up to six people, with disabilities. Addiction, is a disability. Treatment corporations,, rent and operate "sober living" homes.
Insurance covers initial detox, "treatment, some length of time in housing, but when insurance runs out, they get duped. It is called "curbing."
That scenario explaiins a big aspect of homelessness. Gov. Newsome recently said many come from Texas.
I know that many come from out of state.
Over 500 miles on coast are called "Recovery Riviera." Getting curbed, becoming homeless in the most ideal climate on the spinning mudball, is better than Tucscon in the the summer, or Minnesota in the winter. (just a couple of places with pre-Obamacare treatment histories.
Some people succeed in treatment. Betty Ford center, Hazelden (Minnesota) etc.
But in history therehave always been chronic abusers. The homeless are for the most part, the people unwilling, or incapable of changing.
Society's "compassion" and respect for their "personal rights" mean they will likely not go away.
