The issue for them is money.  Would be kind of cool if there was a GoFundMe or something to pay the expenses.

I heard the Rolling Thunder guy speak.  It is money, but not a lack thereof.  He said that DC charges them for all sorts of things that they don't normally charge and they don't think they should have to pay.
