Although it is under the State Department, the Office of Personnel Security and Suitability has dual oversight under both the executive and legislative branch by law. As these are employees of the United States, not specifically the President, matters of security clearance should be subject to as much review as possible.
I remember we were up in arms over security clearances being granted to several Obama administration advisers and demanded the same review for him.
