It sounds like Broward County is still using paper ballots. It hard to cheat using paper ballots unless you don't know the rules, which I think Brenda Snipes does not, to do the stupid things she does now and going back 18 years. In her speaking, she does not appear to understand how ballots are traced to keep up with each one - how many voted, how many left.
Each ballot is stamped with a special number in that there is only one with that number. A sheet of paper is given to each election judge with the consecutive numbers they have. They must account for each number and know how many are left and how many voted. This is each precinct judge's job. It sounds like this woman, being the "big boss", the "County’s Elections Supervisor," didn't give the judges a list of numbers of their ballots. Does she even know the total ballots she ordered to be printed?
