What to Know

Victoria "Tori" Herr died after four days suffering from heroin withdrawal in the Lebanon County jail.

Lebanon County will pay nearly $5 million to Herr's family. The family's lawyer said jail staff ignored her dire medical needs.

With up to a quarter of the people entering U.S. jails battling opioid addictions, policymakers increasingly debate how to care for them.
