Here's a link to the actual GWU report, pdf version.

Snippet:
Quote
No areas of the island were unaffected, but in its aftermath, some municipalities suffered greater increases in mortality. Figure 4 displays the estimated percentage increase in the crude mortality rates by municipality (not accounting for age distribution differences)  for the period inclusive of September-February 2017-18 relative to the average rate in the same period in 2015-16 and 2016-17 under displacement scenario. ...

 The official government estimate of 64  deaths from the hurricane is low primarily because the conventions used for causal attribution only a llowed for classification of deaths attributable directly to the  storm, e.g., those caused by structural collapse, flying debris, floods and drownings ...

During our broader study, we found that many physicians were not oriented in the appropriate certification protocol.     This translated into an inadequate indicator for monitoring mortality in the hurricane’s aftermath. Verification of attribution takes time,
while excess mortality estimation is a more immediate indicator.

Considering how much the PR's lied about what was happening down there, I would like the list of names. I don't believe a damn thing that comes out of there...

I wonder how many people died from dehydration for want of some of that?

You should read the report linked here many times.

...We conducted interviews with 26
individuals involved in the death certification and
registration process to understand procedures under
normal conditions and whether and how these were
affected after the hurricane. In addition, we reviewed
legislation and manuals related to death certification
in Puerto Rico, as well as literature on death
certification in general and specifically in disasters.
With respect to quality of the death certificates
and coding for causes of death, we consulted the
relevant scientific literature. We conducted a series
of checks on the mortality dataset, assessing it for
completeness, timeliness, internal consistency
and the quality of cause of death reporting by
evaluating garbage codes, or mis-assignments,
in the underlying cause of death.....

That is the biggest load of unintelligible bullshit I have ever seen. It's 69 pages of redundant language and total guesswork.
From Execcutive Summary:

"Our study shows that physician lack of awareness of appropriate death certification practices after a natural disaster and the Government of Puerto Rico’s lack of communication about death certificate reporting prior to the 2017 hurricane season limited the count of deaths that were reported as related to Hurricane María"

In Other words, Doctors in PR too stupid to accurately report, and government in PR too inept to report.

Hence need outside study from GWU, to #1arrive at statistics which support the greatest amount of money to PR for the disaster. and #2 serve partisan political purposes.

**Since leaving the Paris Climate Accords, Der Fuhrer Trump has been responsible for twelvty gazillion dead babies, mostly brown ones.

Doctores in countries with dead brown babies, don't know how to count yet. Countries with brown babies,, don't know how to count.

So countries with dead brown babies, need outside experts, from George Washington School of Public Health, to count dead brown babies, on paper, submit final estimates to media, and fill out aid reuests.

So if your town has a natural disaster, or can just use more money from aid, hire GWU; a proven resource in the field of casualty countin' and reportin' and dat stuff, when dealin wif doctores what can't count.

Rush is on about this today, now DeSantis speaks out. I've got to think he should know what he's talking about but to me, all this does is put it back into the 'we don't know' column. DeSantis respectfully, could be telling voters in FL what he thinks they want to hear. Whether he has keen insight, I don't know.

Go ahead and post your analysis that shows a countering point.

OK!
Take note of the link!

Puerto Rico population 3.4 million
Average life expectancy 80 years
Average deaths per year 42,500
Average deaths per month 3,500

The official death toll was 64

Quote
Officially, just 64 people died as a result of the storm that ravaged the island with nearly 150-mile-an-hour winds, cutting off power to 3.4 million Puerto Ricans. The last two fatalities were added to the death toll on Dec. 9.

I live near a high Puerto Rican population area which means we took in a lot of folks from the hurricane which means my tenants took in a lot of family displaced from the hurricane. When I would ask them how it was down there they would all openly tell me that the place is a corrupt shithole and they weren't even sure if they wanted to go back.

Quote
WASHINGTON – President Donald Trump on Thursday questioned a report putting the death toll from last year's catastrophic hurricane in Puerto Rico at nearly 3,000. He also called the new estimate an effort by Democrats to discredit him.

San Juan's mayor described the president's claim as "delusional" and even prominent Republicans such as House Speaker Paul Ryan distanced themselves from Trump's tweets about Puerto Rico.

"This was done by the Democrats in order to make me look as bad as possible when I was successfully raising Billions of Dollars to help rebuild Puerto Rico," Trump wrote on Twitter. "If a person died for any reason, like old age, just add them onto the list. Bad politics. I love Puerto Rico!"

Donald J. Trump @realDonaldTrump

3000 people did not die in the two hurricanes that hit Puerto Rico. When I left the Island, AFTER the storm had hit, they had anywhere from 6 to 18 deaths. As time went by it did not go up by much. Then, a long time later, they started to report really large numbers, like 3000...

I don't know why he felt compelled to comment ( *****rollingeyes*****) but I doubt there were 3,000 dead. The PR authorities seem to be pulling death toll numbers out of their orifices.

@mountaineer

Because they challenged him by claiming he was responsible for the deaths of 3.000 people. HIM,not the hurricane.

He was also most likely right when he said they came up with that number by counting people killed by drug overdoses, traffic accidents, fights, and just old age.

The TRUTH is that if anybody is at fault for PR's dying that shouldn't have died,it is the corrupt and inept PR leadership that were more interested in selling the supplies than they were in issuing them.

Still, the wise  POLITICAL thing to have done was to remain silent and send out some spokesman to defend him using truths. Trump is not and has never been a politician, and that is his biggest advantage as well as his biggest weakness.

I certainly believe more than 6-18 died, but how can we accept what the utterly corrupt PR officials say - any more than DJT's tweet? The people in PR also say the feds did absolutely nothing to help - while millions of bottles of water sit at the airport, undistributed.

@mountaineer

Well,it is possible, even probable, that the average PR had no idea all those supplies were on the island. Their political leadership was telling them the gringos were not sending them help, and they believed it

As far as the 6-18 number, that was probably close to the actual number of people that died WHILE THE HURRICANE WAS CROSSING PR. This obviously didn't include the ones that died later as a result of the hurricane.

Texas and Florida both had similar hurricanes and nowhere near that kind of carnage. Either Puerto Rico's local officials botched this or a lot of people are lying.

@jmyrlefuller

Probably a combination of the two, with a HUGE dose of "The Dims need to make Trump look like someone that enjoys the deaths of non-white peep-pulls" for political purposes.

  • "...and the winning number is...not yours!

Pres. Trump:  "Okay...so when I left the island you had recorded sixteen (16) people lost their lives.  We understand with power outages and some infrastructure to be cleared, that figure was confirmed to be sixty-eight (68) souls lost.  So we'll agree that our original figure was off by seventy-five percent (75%)"

Puerto Rico Official: "Mr. President, sir... we have some bad news.  I'm ashamed to admit but we were way off on those numbers of deaths due to Agnes".

Pres. Trump:  "What do you mean, 'we're way off?  Off where?   Do you have a list of names and what about habeus corpus...WTF are the bodies?  Okay...so what the number now, twice as much?  136?"

Puerto Rico Official
:  "No sir we must go QUITE A BIT HIGHER!"

Pres. Trump:  "What??  Okay, I'm laughing here, what is it?  Ten times higher? 680 people died?  Is that it??"

PRO:  [starting to shake]  "Sir.  Much, much higher!  Higher!"

PT:  "I'm getting a little suspicious here...I mean, where are the lists....the bodies?   How much higher damnit?  TWENTY DAMNED TIMES??

1,360 !!!""

PRO: "Higher sir!........"

++++++++++++++++++++++++++++++++++++++++++++++

It's 46 times the original confirmed death toll.

It's getting that we cannot believe ANYTHING the media says about ANYTHING!
