It underlines the core purpose of Social Security: insuring against income shocks.

Last week, Florida senator Marco Rubio introduced the Economic Security for New Parents Act, a paid-parental-leave plan. A companion bill is expected from Missouri congresswoman Ann Wagner when the House returns to session in September. And while the two bills differ in some subtle ways, they share a key innovation: Both allow those with a newborn infant or newly adopted child to transfer Social Security retirement benefits from the future to the present.

In the Rubio bill, parents who take the minimum leave of two months would delay their retirement by about three months. (The Social Security Administration would determine the precise length of the delay each year in a way that ensures budget neutrality.) Of course, this has many progressives in a tizzy, with some arguing that it amounts to a “penalty” for having kids and others seeing the seeds of a cynical plan to cannibalize Social Security from within.

"Let 'em starve"?  No, they can do what all of the rest of us did, pay for our families ourselves.  You have children, you plan to be out of work for a time, and you deal with it. 

And, why would we want to be just like "the rest of the world"?

Right.  And old people will be forced to eat dog food out of a can and women and children will be hardest-hit.

They're going to starve because the already-bankrupt and broke SoSec system is not handing out monies to families with newborns?

WTH?  I had kids without needing SoSec to provide for my family.  Hell, I worked two full-time jobs during that time.  I survived and did just fine.

It doesn't matter what the rest of the world has, or doesn't have.

We're broke to the tune of TRILLIONS. 

SoSec is bankrupt and is going to be out of funds to be able to pay benefits.  "Borrowing" SoSec funds to pay current families of newborns will just speed up it's collapse.  Mandating businesses PAY for workers with newborns will just cause more businesses to abandon the hostile business environment that exists here and move overseas.

Socialism only works until it runs out of other people's money.

And that time of reckoning is falling like an anvil from 30,000 feet and will land upon all our heads.

I will grant that the idea of forcing people to be personally responsible is eschewed in an age when government is seen as Santa Claus and god.

Wow -- when I saw that Rubio favored paid parental leave, that was bad enough.   When I saw that he wanted the government to pay for it with tax dollars....Can't believe I ever supported that guy.

His plan involves "borrowing" from future benefits that we already know are based upon a program that is actuarily insolvent.  Essentially, it is accelerating the time when we'd have to address that shortfall.

Also, what you eventually receive out of Social Security is based upon what you paid in, and for how long.  That is a variable you simply cannot know when the (future) recipient is only 25 years old.  So exactly how do you determine how much each person receives from their "future" benefits if you don't know what those future benefits will be?
