Indian culture respects and rewards those whom perpetrate fraud and schemes as 'clever' and are celebrated by Indian society. It is the most corrupt system I have ever witnessed, and the whole of their society operates based off of it.
You have to pay bribes for everything in India. Go to the hospital, you have to pay bribes to the registrar, then the doctor himself - and if you do not pay enough to please him - he does not treat your malady properly. That comes before his bill.
Then, things like electricity - company thugs come to your home to collect your bill and you must first pay 'bribes' and if they are not sufficient - they will literally cut the power lines to your house. I could go on and on with what I experienced while living there - but Indian society is one that prizes those who can swindle others.
It is a nation without any influence from biblical morality, and the chaos and misery there is what raw human nature imposes on others.
