This is nonsense.
There is an appearance of truth to it, but its motives and mode are silly, and conspiratorial.
I will use a church as an example:
The minute the building is raised and the pews installed, there rises an ideology based in the continuance of the edifice, which can and often DOES override the very reason for the edifice's existence. The church, in dogma, will overcome the very doctrines of its founding.
Government is no different. The organization in aggregate develops its own consciousness - a spirit, if you will - And that spirit seeks to preserve itself. Simple as that. No dramatic and conspiratorial 'deep state'.
But the lesson in that is what proves Conservatism. What is needed is to reduce government to the point that its need to preserve itself cannot work against the foundational doctrines of it's founding.
That is what liberals (including all you Big Gov Republicans) don't understand.
It isn't that it does. It will.
