Eight years of Obama helped to erode a lot of black people's misgivings about supporting homosexuality.  Once they were staunchly opposed, now most polls showed that blacks generally approved of gay marriage.

As I see it, a large percentage of Maryland voters work for the Federal Government. Cardin is their best hope to keep the checks coming, Manning will do about as well as Gary Johnson did in 2016.
