The President has had many accomplishments:  judicial appointments, executive orders, pulling out of the climate accord, yet most folks know that he hasn’t had all that many legislative achievements.  Why claim to have the most “legislative achievements” in history when it’s so obviously demonstrably untrue?

This is the kind of bullshit that turned me off of him in the primaries.  Why lie?  Why exaggerate the truth when it is so easy to verify?

I can't think of another plausible explanation.  It doesn't even fit in with his whole thing about repealing 2 regulations for every 1 new one.
