After months of tough urban combat, Iraqi Prime Minister Haider al-Abadi has declared victory over ISIS in its last strategic stronghold in Iraq. Iraqis celebrated in the streets, and Americans should cheer as well.

The liberation of Mosul and the inevitable, approaching liberation of Raqqa in Syria will not be the end of ISIS and its evil ideology. But these outcomes crush the group's pretense to having an actual “state” based upon it.

As its surviving leaders scurry to the corners of the desert, no longer can they claim to head a winning movement. Their defeat diminishes the inspiration for violent extremists — or simply lost souls on social media — to attack Americans and our friends. This is a necessary step forward in combating terrorism.

Americans are safer for it.

Carter is rescripting the opinions / policy ideas of Sebastian Gorka almost verbatim. Gorka has written a book about it "The Winnable War: Defeating Radical Islam" and as president Trump's advisor and point-man on setting global policy in WWT,  Gorka has advocated a "multi-pronged, all-out assault" on global muzz terrorism.

Included in that effort is publicizing terrorist misery, defeat and hopelessness to take the romance out of the recruitment efforts, waging effective, sustained military campaigns to kill international terrorist network fighters everywhere they appear, locating and ending funding for Sunni Salafist/Shiia Twelver networks, calling radical Islam what it is BY NAME and joining non-terrorist Arab governments (sheikists) in standing shoulder-to-shoulder in rhetoric (as Trump did on his recent tour of the ME) so they know that the US government stands with them on confronting these threats.

For the last eight years, the vaccilating, lead-from-behind, cut-and-run stupidity of the Eightball Obama administration has failed to give any sense of confidence to foreign governments that they had significant U.S. support in WWT.

Probably not a coincidence that only months after the Trump administration came into power in DC, and Gorka's recommended policies were implemented across-the-board, ISIS and other radical muzz international terrorist networks around the world are once again, (as they were during most of the Bush 43 administration) on the defensive and losing ground / fighters massively.
