We can be generous and read his lines as if he's saying "how were we able to do it before we were in space", but the line before that one was about "security". Heck, we've had satellites up for decades. Is he really talking about arming space, or is this initiative just to increase the bureaucracy by moving space from the USAF?
But wait, that previous line also talks about space and space exploration. So what is the "it"?
