Going to defend Clapper here. Shared information between services is better than information not shared - you'd think people would have learned that after the Boston bombing, if they were too slow for 9/11 to make the point to them.
Every access to every bit of information is still tracked, so people can't browse the information over their morning coffee - they have to log their access and have a damned good reason for doing so.
Is it perfect? No - there is no such thing as a perfect system.
Is it better than it was? Hell, yes.
