True, but not exactly right. From experience, it is far easier on the bottom of the barrel than one rung up. The system's design ensnares you, and keeps you dependent. It is extremely difficult to climb up those first few rungs, and fraught with peril - And all the while, the comfort that you know, lies beckoning, just below.
In part, that must be expected. Folks that absolutely CAN'T should be able to be comfortable - The disabled should not be beaten down because they cannot climb out. Their reliance upon charity is justified. And since everyone who is down is treated the same, that necessary comfort, afforded to the disabled, is 'enjoyed' by all.
Again, by my experience, any meaningful reform of that system needs to encourage folks to climb back out. Not by the stick, but by the carrot.
