ICE targets jails to find undocumented immigrants, even if they haven't been convicted of anything

In December 2015, Guillermo Hernandez, a 20-year-old with a drug problem who had been arrested for trespassing at a local casino, was given a second chance.

His public defender negotiated a plea deal that allowed Hernandez to enter rehab in lieu of jail time. His marching orders from the Indio courthouse were to find a rehab facility that would take him in and report back for sentencing.
